Haryana RERA Website Guide: How to Find and Read Project Details

The Real Estate (Regulation and Development) Act, 2016 (RERA) changed how new homes are sold in India. Before it, buyers often had little information about a project's approvals, finances or progress, and few practical remedies when things went wrong. Today, in Haryana, most of that information is on a public website. This guide explains what RERA requires, and then walks through how to use the Haryana RERA website to check a Gurgaon project.
The earlier version of this guide spent a lot of space on RERA's benefits and claimed it had brought "timely project delivery" and "quality assurance". RERA has improved transparency and given buyers remedies, but delays and disputes still happen. That is why checking the records yourself matters.
What RERA requires
Registration before marketing
Real estate projects above the thresholds in the Act must be registered with the state authority before they are advertised, marketed, booked or sold. In Haryana, the authority is the Haryana Real Estate Regulatory Authority (HRERA), which has separate benches for Gurugram and Panchkula. Gurgaon projects fall under HRERA Gurugram. See our note on the rule against advertising before registration.
Disclosure
At registration, the promoter must upload details including the land title and licence, approved plans, the number and carpet area of units, the proposed completion date and details of the promoter. These are then available to the public.
Separate account for project money
Promoters must deposit 70% of the amounts collected from buyers for a project in a separate bank account, to be used only for land and construction costs of that project, with withdrawals certified by professionals. Our explainer on the 70% separate account rule has the details.
Carpet area and booking amount
Units must be sold on carpet area, and a promoter cannot take more than 10% of the cost as an advance before signing a registered agreement for sale.
Remedies for buyers
Buyers can file complaints with the authority, for example for delay, deviation from plans or defects. Where possession is delayed, the Act provides for refund with interest or interest for the delay period, depending on what the buyer chooses. Structural defects reported within five years of possession must be rectified by the promoter.
Agents
Real estate agents who facilitate sales of registered projects must themselves register with RERA and quote their registration number.
How to find a project on the Haryana RERA website
- Go to the official website, haryanarera.gov.in. Be careful of look-alike private sites.
- Choose the Gurugram authority for projects in Gurgaon district.
- Open the projects section. You will usually find options to search registered projects, view the list of registered projects, and see lapsed or revoked projects.
- Search by project name, promoter name or registration number. If you have the registration number from the advertisement, search by that. It is the most reliable way to find the right record.
- Open the project's detail page and its uploaded documents.
Website layouts change from time to time. If a menu has moved, look for the "Projects" or "Registered Projects" section for the Gurugram bench.
What to read on the project page
| Section | What to check |
|---|---|
| Registration certificate | Number, date and validity. Has it been extended, and why? |
| Promoter details | Does the name match the developer you are dealing with and the licence holder? |
| Land and licence | DTCP licence number and validity, land ownership or collaboration details. |
| Approved plans | Building plans, number of towers and floors. Does the tower you are buying in appear? |
| Unit details | Carpet area of each type. Compare with the area quoted to you. |
| Quarterly progress reports | Construction stage, units booked, funds received and spent. Are reports filed on time? |
| Encumbrances | Any mortgage on the project land or units. |
| Complaints and orders | Number and nature of complaints, and the authority's orders. |
Our guide to reading quarterly progress reports explains how to tell whether a project is on track.
Warning signs
- The project or phase you are offered is not on the HRERA list, or is listed as lapsed.
- The registration has been extended more than once with little progress.
- The carpet area or tower count you are quoted differs from the registered plans.
- Quarterly reports are missing or show far more money received than spent on construction.
- The agent cannot give a valid HRERA agent registration number.
What RERA does not do
- It does not check whether the price is fair.
- It does not guarantee timely completion. It gives remedies when completion is late.
- It does not cover resale transactions between individuals in completed projects in the same way it covers sales by promoters.
- Registration is not an endorsement of the developer or the project.
Frequently asked questions
Which HRERA bench covers Gurgaon projects?
Projects in Gurugram district are registered with and heard by HRERA Gurugram. Projects in most other Haryana districts fall under HRERA Panchkula.
Can a developer take a booking before RERA registration?
No. Projects that need registration cannot be advertised, marketed, booked or sold until they are registered.
How much can a developer take before the agreement for sale?
Not more than 10% of the cost of the unit before a written agreement for sale is executed and registered.
What if my project's registration has lapsed?
Check the HRERA record for extension or revocation orders and any action by the authority. A lapsed registration is a serious warning sign; take legal advice before paying more.
Does RERA apply to resale flats?
RERA mainly regulates promoters of registered projects. A resale purchase between individuals is governed by general property law, though the project's RERA record is still useful due diligence.
