Property Dealer Registration in Gurgaon: HRERA Process and Checks

Anyone who wants to work as a property dealer or real estate agent in Gurgaon on projects registered under RERA needs to be registered with the Haryana Real Estate Regulatory Authority (HRERA). And anyone hiring an agent should know how to check that registration. This guide explains the registration process for agents and, instead of a "list of registered dealers" (which goes out of date quickly and cannot be independently verified), shows you how to look up any agent on the official register yourself.
The legal framework
The Real Estate (Regulation and Development) Act, 2016 (RERA) regulates real estate agents alongside developers. In Haryana, it is implemented through the Haryana Real Estate (Regulation and Development) Rules, 2017, and administered by HRERA, which has separate benches for Gurugram and Panchkula.
- Section 9 of RERA requires a real estate agent to register before facilitating the sale or purchase of any plot, apartment or building in a project registered under the Act.
- Section 10 sets out the agent's duties: not to facilitate sales in unregistered projects, to maintain books of account and records, not to engage in unfair trade practices or false representations, and to help buyers obtain the documents they are entitled to.
- Section 62 allows a penalty of up to Rs 10,000 for each day of default for failing to register or for breaching Sections 9 or 10, which may extend cumulatively up to 5% of the cost of the plot, apartment or building involved.
The original version of this article said agents could face imprisonment for "serious violations". Under RERA, imprisonment for agents arises mainly under Section 66, for failing to comply with orders of the Appellate Tribunal; it is not the general penalty for non-registration.
How to register as a real estate agent with HRERA
- Apply online on the HRERA website (haryanarera.gov.in) using the agent registration form, choosing the Gurugram or Panchkula authority as applicable.
- Provide details and documents. These typically include PAN, identity and address proof, photographs, contact details, and for a firm or company its registration documents, PAN and the particulars of partners or directors. Applicants are also commonly asked for recent income tax returns. Check the current form for the full list.
- Pay the fee. The fee is prescribed in Schedule II of the Haryana RERA Rules and differs for individuals and other entities. Secondary sources cite Rs 25,000 for individuals and Rs 2.5 lakh for others; confirm the current amount on the HRERA website before paying. The earlier version of this article quoted Rs 10,000 and Rs 50,000, which do not match those figures.
- Scrutiny. The authority reviews the application and may ask for clarifications or corrections.
- Registration certificate. On approval, the agent receives a registration number, which must be quoted in advertisements and transactions.
- Validity and renewal. Under the Haryana rules, registration is valid for five years. Renewal is applied for in the prescribed form within three months before expiry, with the renewal fee in Schedule II.

Obligations after registration
- Do not market or facilitate sales in projects that require RERA registration but are not registered. Our guide on advertising before RERA registration explains this rule.
- Quote the agent registration number in advertisements and on documents.
- Keep proper books and records of transactions.
- Give accurate information about projects; do not make false statements about approvals, amenities or timelines.
- Renew registration on time and report material changes.
For buyers and sellers: why we no longer publish a "list"
The earlier version of this article included a list of named agencies with marketing descriptions. Lists like that quickly go out of date, cannot be independently verified, and amount to promotion rather than information. The official register is the only reliable source.
How to check whether an agent is registered
- Ask the agent for their HRERA agent registration number and the name in which it is registered (individual or firm).
- Open the HRERA website and use the registered agents search for the Gurugram or Panchkula authority.
- Match the name, registration number and address, and check that the registration is current, not expired.
- Download the certificate if available and keep a copy with your transaction records.
- Check that the person you are dealing with is actually the registered individual or acting for the registered firm.
Registration shows the agent is on the regulator's record; it is not an endorsement of service quality. Also check experience in your micro-market, written fee terms and references. Our RERA guide for homebuyers explains your wider rights under the Act.
