Affordable Housing in Gurgaon: Haryana Schemes and How to Apply

Affordable Housing Routes in Gurgaon

"Affordable housing" in Gurgaon can mean several different things, each with its own rules, eligibility and application route. Buyers often mix them up, and older articles, including the earlier version of this one, did the same. This guide separates the main routes and explains how to apply for each. Scheme terms change, so treat the figures here as a starting point and confirm them in the brochure of the scheme you are applying to.

1. HSVP Housing Wing (formerly Housing Board Haryana)

Housing Board Haryana, set up in 1971, built housing mainly for lower-income groups. In early 2026, media reported that the Haryana Assembly approved a resolution to dissolve the Board and merge it into the Haryana Shehri Vikas Pradhikaran (HSVP), which now carries on its functions through a Housing Wing. HSVP's Housing Wing page states that 95,969 houses have been built since 1971, about 75% of them for BPL, EWS and LIG families.

Eligibility

According to the Housing Wing's published criteria:

  • Categories are based on annual family income at the time of registration: EWS up to Rs 1,00,000; LIG Rs 1,00,001 to Rs 2,00,000; MIG Rs 2,00,001 to Rs 4,50,000; HIG above Rs 4,50,000.
  • Family income includes the applicant, spouse, unmarried minor children and dependent relatives.
  • The applicant and family should not own a residential property in Haryana, Delhi or Chandigarh.
  • Only one application per family.
  • For EWS and LIG, Haryana residence or employment conditions apply, and reservation quotas cover groups such as SC, BC, government employees and women.

These income bands have not kept pace with current incomes, so check the brochure of each new scheme for the limits that apply to it.

How to apply for a scheme by draw

  1. Watch HSVP's website and newspaper notices for a scheme in Gurugram or your preferred city.
  2. Apply online within the window, with identity, income and residence documents.
  3. Pay the registration or earnest money stated in the brochure.
  4. Successful applicants are chosen by draw of lots and receive a demand or allotment letter with a payment schedule.
  5. Pay instalments on time and take possession within the period stated. Delays can lead to forfeiture.

How the e-auction route works

Available and unsold properties are offered through online e-auctions. The Housing Wing's published e-auction policy sets out, among other terms:

  • EMD of 10% of the reserve price for each property, with no registration fee.
  • A property is auctioned only if at least two EMDs are received.
  • After acceptance, a Letter of Intent, then 25% of the bid (EMD adjusted) within 30 days.
  • Allotment after the 25% payment, with possession to be taken within 60 days.
  • The balance can be paid over three years in six half-yearly instalments, with interest on delays.

Properties are sold on an "as is where is" basis, so inspect before you bid and read the auction notice in full.

2. Affordable group housing by private developers

Under DTCP Haryana's affordable housing policy, licensed private developers build compact apartments sold at regulated rates, with allotment by draw and conditions on resale and payment schedules. These projects are a major source of entry-level homes in Gurgaon's newer sectors. Apply through the developer's notified application window, verify the project's DTCP licence and Haryana RERA registration (our RERA checklist for Gurgaon buyers helps), and read the draw and payment terms. Details are in our guide to Haryana's affordable housing policy.

3. State schemes for low-income families

In September 2023, Haryana launched a portal for the Mukhyamantri Shehri Awas Yojana, aimed at economically weaker urban families with annual income below Rs 1.80 lakh. At launch, the government said Gurugram, Panchkula, Sonipat and Faridabad would have flats only, with plots or flats elsewhere. Check the scheme portal and current notices for open rounds and eligibility.

4. PMAY-Urban 2.0

The Union Cabinet approved PMAY-Urban 2.0 in August 2024 to support housing for EWS, LIG and MIG households through several verticals, including beneficiary-led construction, affordable housing partnerships, rental housing and interest subsidy. Eligibility and benefits depend on the vertical, so check the official PMAY-U portal and your lender.

Practical tips

  • Apply only through official portals and never pay agents who promise a draw result.
  • Keep income and residence documents ready before a scheme opens.
  • Plan your finance early. See our home loan guide.
  • Read lock-in, transfer and possession conditions before you accept an allotment.

Frequently asked questions

Does Housing Board Haryana still exist?

Media reports from early 2026 said the Haryana Assembly approved dissolving the Board and merging it into HSVP. Its schemes, e-auctions and allottee services are now handled by HSVP's Housing Wing, so check hsvphry.org.in for current notices.

What income limits apply to HSVP Housing Wing schemes?

The published categories are EWS up to Rs 1 lakh, LIG Rs 1-2 lakh, MIG Rs 2-4.5 lakh and HIG above Rs 4.5 lakh of annual family income. Each scheme's brochure sets the limits for that scheme, so check it before applying.

Is DTCP affordable group housing the same as a Housing Board flat?

No. Affordable group housing projects are built and sold by private developers under DTCP's policy, with allotment by draw. Housing Wing flats are built or sold by HSVP itself through draws or e-auctions.

Can I apply if I already own a flat in Delhi?

For HSVP Housing Wing schemes, the published criteria exclude applicants whose family owns residential property in Haryana, Delhi or Chandigarh. Other schemes have their own rules.

How do I avoid fraud when applying?

Use only official government or developer portals, pay only through the channels listed in the brochure, and ignore anyone offering guaranteed draw results or allotments for a fee.
