Under-Construction vs Ready-to-Move Homes: How to Choose

Published 2023-09-01 · NStay Homes

Under-Construction or Ready-to-Move?

Most buyers in Gurgaon end up choosing between an under-construction (UC) home in a newer project and a ready-to-move (RTM) home, either a new unit with an occupation certificate or a resale flat. Both can be sensible. The right answer depends less on general pros and cons than on your cash flow, your timeline and how much delivery risk you can accept.

This guide focuses on the decision framework and the real costs. For a market view of where each option is available in Gurgaon, see our article on ready-to-move vs under-construction property in Gurgaon.

What you get with an under-construction home

  • Staggered payments. You pay in instalments linked to time or construction stages. That spreads the outflow, but you may be paying rent and a loan at the same time.
  • A newer product. You get a new building, current layouts and amenities, and usually some choice of tower, floor and facing at launch.
  • Possible price advantage at launch. Launch prices are sometimes below what similar completed homes sell for. This is not guaranteed. In a strong market, launch prices may already be at or above nearby resale prices.

Risks

  • Delay. Even registered projects can be late. RERA gives remedies, but it does not get you the home on time.
  • Change. Specifications, layouts and surroundings can differ from what was shown. Plan changes need buyer consent under RERA, but smaller variations do happen.
  • Developer risk. Financial difficulty at the developer can stall a project.
  • Exit difficulty. Selling before possession depends on the developer's transfer terms and charges.

What you get with a ready-to-move home

  • What you see is what you get. You can inspect the actual unit, the building and the neighbourhood, and talk to residents.
  • Immediate use. You can move in or let it out straight away, so there is no period of paying rent and a loan together.
  • No GST on completed property. GST does not apply to the sale of a unit after the completion or occupation certificate is issued.
  • Clear documents. OC, conveyance or sale deed, and the society's record of maintenance can all be checked.

Trade-offs

  • Larger upfront payment. You pay most of the price at once, usually with a loan.
  • Less choice. You choose from what is available, not the floor or facing you might have picked at launch.
  • Age and upkeep. Older buildings may need repairs, and some have dated lifts, wiring or fire systems.

Tax treatment of home loan interest

For a self-occupied home, interest paid before construction is complete cannot be deducted until the year construction is completed. It can then be claimed in five equal instalments, within the overall annual limit for interest on a self-occupied house. In practice, a UC buyer gets less tax benefit in the early years than an RTM buyer with the same loan. India's new Income-tax Act, 2025 took effect from April 2026 and renumbers many provisions. Confirm the current rules and limits with a tax adviser.

A simple framework for deciding

  1. When do you need to live there? If you need a home within a year, an RTM home removes the delay risk.
  2. Can you carry rent and an EMI together? Work out the monthly total for the likely construction period, plus a buffer for delay. If it strains your budget, UC is risky.
  3. How much delivery risk can you accept? If a delay would seriously hurt you, prefer RTM, or a UC project that is structurally complete with a strong HRERA record.
  4. Compare like with like. Compare a UC unit's total cost, including GST, rent and interest, with similar RTM units in the same micro-market.
  5. Check the specific project. For UC, check HRERA registration, progress reports and the developer's delivery record. For RTM, check the OC, title chain, society dues and the building's condition. Our home inspection checklist helps with both.

A middle path: near-complete projects

Some buyers choose projects where the structure is complete and the OC has been applied for. Delivery risk is lower than at launch, payments are more concentrated, and the price may sit between launch and RTM levels. Check the OC application status and the HRERA progress report before treating a project as "nearly ready".

Frequently asked questions

Is GST payable on a ready-to-move flat?

No. GST does not apply to the sale of a residential unit after the completion or occupation certificate has been issued. Under-construction residential units attract 5% GST, or 1% for homes classed as affordable, without input tax credit.

Is an under-construction home always cheaper?

Not always. Launch prices can be close to or above nearby resale prices in a strong market. Compare the total cost, including GST, rent during construction and loan interest.

Can I claim home loan interest during construction?

Interest paid before completion can be claimed in five equal instalments starting the year construction is complete, within the annual limit for a self-occupied home. Check current rules with a tax adviser.

What should I check before buying a ready-to-move resale flat?

The occupation certificate, title chain and conveyance deed, society and municipal dues, and the physical condition of the flat and building.
