HSVP (HUDA) E-Auction: How to Register, Bid and Get Allotment

Haryana Shehri Vikas Pradhikaran (HSVP) – the authority formerly known as HUDA – sells residential, commercial, institutional and other sites in its urban estates, including Gurugram, through online e-auctions. Plots in established HSVP sectors are scarce, so these auctions attract strong interest. This guide explains how the process works under the e-auction terms HSVP published in 2025, and what to check before you bid.
Terms can change between auctions. Always read the brochure and terms for the specific auction you are joining – they override any general guide, including this one.
What is sold through HSVP e-auctions
- Residential plots in HSVP sectors.
- Commercial sites such as shops, booths and SCOs governed by architectural controls.
- Independent commercial sites governed by zoning plans, such as larger commercial complexes.
- Institutional sites such as schools, hospitals and nursing homes.
- Major sites such as group housing or multi-storey apartment sites.
Sites are sold "as is where is", so inspect the site and check its zoning and building controls before bidding. Our guide to HSVP zoning plans and building controls explains what can be built.
Step 1: Find the auction on the official channel
HSVP announces auctions through its website (hsvphry.org.in), which links to the e-auction portal in use, and through public notices. The operator of the portal has changed over time – a December 2025 HSVP notice refers to an HDFC Bank e-auction portal – so always reach the portal through HSVP's own website rather than a link shared by a third party. Check notices for corrections: HSVP sometimes revises plot areas or reserve prices shortly before an auction.
Step 2: Register and pay the e-service fee
Create an account on the portal and complete KYC. Under the 2025 terms, a non-refundable registration/e-service fee of Rs 1,000 per property group is paid online. Keep PAN, Aadhaar and a photograph ready; companies, firms and HUFs also upload their registration documents and a board resolution or authorisation.
Step 3: Deposit the EMD
The earnest money deposit (EMD) under the 2025 terms is 5% of the reserve price of each property, payable by 5:00 PM on the day before the auction. Documents are uploaded along with the EMD. A property goes live only if enough EMDs are received – under the 2025 terms, at least four for residential, commercial and independent commercial sites, and two for institutional sites. A December 2025 amendment reduced the minimum to two for major sites (commercial, hospital, institutional and group housing/multi-storey sites).
Step 4: Bid
- Bidding starts at 10:00 AM and runs in 30-minute rounds.
- A bid in the final 10 minutes of a round extends the round by 5 minutes.
- Unfinished auctions pause at 6:00 PM and resume the next day.
- Minimum increments in the initial round range from Rs 10,000 (sites up to Rs 50 lakh) to Rs 50,000 (sites of Rs 5 crore or more), with higher increments in extended rounds.
Use a reliable connection and device, and decide your ceiling price before bidding starts.
Step 5: Pay 10% if you are the highest bidder
The highest bidder (H1) must pay 10% of the bid amount, including the EMD already paid, within 1 to 4 working days of the final bid, depending on the bid value. Failure to pay the 10% leads to forfeiture of the EMD.
Step 6: LOI, the further 15% and the balance
After acceptance and document verification, HSVP issues a Letter of Intent (LOI). A further 15% is due within 30 days of LOI dispatch, bringing the total to 25%. The remaining 75% is paid according to the property category – for example, a lump sum within 120 days of LOI for residential and architectural-control commercial sites, with instalment options for independent commercial and institutional sites. Instalment terms, penal interest, defaults and refunds are explained in our companion guide to HSVP e-auction payments and refunds.
Step 7: Allotment, possession and building
- The allotment letter is issued after full payment, or after 25% where the instalment option is chosen.
- Possession is applied for after full payment and allotment. The 2025 terms provide for interest if HSVP does not deliver possession within 30 days of the application.
- Construction must follow the Haryana Building Code, with plans sanctioned by the Estate Office – see HSVP building plan approval. Extensions of construction time are governed by HSVP's extension policy – see the HSVP construction extension guide.
Before you bid: a checklist
- Read the brochure, terms and any corrigendum for your auction.
- Visit the site and confirm area, dimensions, frontage and road width.
- Check zoning, permitted use and building controls.
- Arrange funds for the 10% (within days) and the 15% (within 30 days of LOI) before bidding.
- Budget for stamp duty and registration on the conveyance deed, construction costs and any extension fees.
- Decide your maximum bid using recent resale prices for similar plots nearby.
