Buying a Safe Apartment for Parents in Gurgaon: An NRI Guide

Safe Homes for Parents: An NRI Checklist

One of the most common reasons non-resident Indians (NRIs) buy in Gurgaon is not investment at all: it is to give parents who stay back in India a safe, well-managed home close to good hospitals and family. That brief is very different from buying for rental yield. The right flat for a 75-year-old father or a mother living alone is judged on emergency response, lift reliability, step-free access and the quality of the society's management, not only on location and price.

This guide explains what NRIs should look for, what the law allows, and how to manage the purchase from abroad.

Why NRIs buy for parents: what the data said

Self-use has been a large part of NRI demand for several years. A CII-ANAROCK survey published in September 2021 found that 53% of NRI respondents intended to buy for end use rather than investment. In the same survey, about 50% preferred homes priced above Rs 1.5 crore and 32% preferred the Rs 90 lakh to Rs 1.5 crore band, with only 11% looking at the Rs 45–90 lakh mid-segment and 7% at affordable homes. These figures describe sentiment in 2021 and should be read as historical context, not as current market shares.

The underlying logic still holds: when the home is meant for parents, buyers tend to prioritise established developers, gated communities and ready or near-ready projects over the lowest price per square foot.

What makes an apartment genuinely safe for elderly parents

Building and society safety

  • Fire safety and approvals: high-rise towers need a valid fire NOC and working systems (sprinklers, alarms, pressurised staircases). See our fire NOC guide for high-rise buyers.
  • Occupation certificate: prefer towers with an OC so that services, lifts and fire systems have been certified and the society is functioning.
  • Security: controlled entry, visitor management, CCTV in common areas and trained guards matter more than "smart home" features.
  • Power and lift backup: confirm that lifts run on DG backup and that at least one lift per tower is stretcher-sized for medical emergencies.

Senior-friendly design inside the flat

  • Step-free entry from the drop-off point to the lift lobby and flat; ramps rather than stairs at the tower entrance.
  • Bathrooms with space for grab bars, anti-skid flooring and a shower area without a raised step.
  • A bedroom close to a bathroom, wide enough doors for a wheelchair or walker, and good natural light.
  • A moderate floor height: very high floors depend entirely on lifts. Low-to-mid floors are often a practical compromise.

Location and healthcare access

  • Drive time (not distance) to a multi-speciality hospital at peak traffic, and whether ambulances can reach the tower easily.
  • Pharmacies, grocery and daily needs within walking distance or reliable delivery.
  • Proximity to relatives or trusted contacts who can step in during an emergency.
  • Low waterlogging risk on the approach roads in monsoon, which can cut off access for hours.

Community and management

  • An active RWA or professional facility manager with transparent maintenance accounts.
  • On-call electricians and plumbers, a helpdesk that responds, and housekeeping staff who are verified.
  • A resident profile that includes other retired families, clubs or walking groups, which reduces isolation.

Ready-to-move or under-construction?

For parents who need to move in soon, a ready-to-move or resale flat with an OC is usually the safer route: you can inspect the actual unit, meet neighbours and test the society's services. An under-construction home can work for parents who will move in later, but delivery risk and the time needed for a society to stabilise should be factored in. In either case, verify the project on the HRERA website before paying; our guide to verifying a Gurgaon RERA project explains how.

What NRIs are allowed to buy and how to pay

Under the Foreign Exchange Management Act (FEMA) framework administered by the RBI, an NRI or OCI can buy residential and commercial property in India, but cannot buy agricultural land, plantation property or a farm house (except through inheritance or with specific approval). Payment must come through normal banking channels, either as inward remittance or from NRE, FCNR(B) or NRO accounts held in India; foreign currency notes and traveller's cheques are not permitted.

Points to plan for:

  • Home loans: many Indian banks lend to NRIs, usually with additional documentation on overseas income.
  • Ownership structure: decide early whether the flat will be in your name, jointly with a parent, or in a parent's name, because this affects succession, future sale and tax. Take advice from a chartered accountant and a property lawyer.
  • Power of attorney: if you cannot be present for registration, a properly drafted and attested PoA lets a trusted person act for you. See our power of attorney guide.
  • Tax on future sale: when an NRI sells, the buyer must deduct TDS at the rates applicable to non-residents, so keep purchase records carefully.

Rules change, so confirm the current position with your bank and a qualified adviser before transferring funds. Our broader NRI property investment guide for Gurgaon covers repatriation and tax in more detail.

Buying remotely: virtual tours are not enough

Since the pandemic, developers routinely offer video walkthroughs and digital booking, which helps NRIs shortlist. But a flat for parents should be seen in person, by you or by someone you trust, at different times of day. Check noise, sunlight, how long the lift takes at peak hours, and how the security desk handles visitors. Ask current residents about water supply, power cuts and maintenance responsiveness.

A quick checklist before you book

  1. HRERA registration (or OC for a completed project) verified on the official website.
  2. Title, approvals and builder-buyer agreement reviewed by a lawyer.
  3. Fire NOC, lift maintenance contracts and DG backup confirmed.
  4. Peak-hour drive time to the nearest major hospital tested.
  5. Step-free access and bathroom layout checked for ageing in place.
  6. Maintenance charges, sinking fund and society management reviewed.
  7. Payment route compliant with FEMA and documented.

Frequently asked questions

Can an NRI buy a flat in Gurgaon in a parent's name?

An NRI can pay for property and choose how it is titled, including in a resident parent's name or jointly. The choice affects gift tax treatment, succession and future sale, so take advice from a chartered accountant and a lawyer before deciding.

Is a high floor a good idea for elderly parents?

Higher floors offer views and less street noise but depend completely on lifts and take longer to evacuate. Many families prefer low-to-mid floors in towers with reliable lift backup and stretcher-size lifts.

Should NRIs buy ready-to-move or under-construction for parents?

If parents need to move in soon, a ready flat with an occupation certificate lets you inspect the actual unit and society. Under-construction can suit later move-ins, but delivery and handover risk should be factored in.

What payment methods can an NRI use to buy property in India?

Payments must come through banking channels: inward remittance or funds from NRE, FCNR(B) or NRO accounts in India. Foreign currency notes and traveller's cheques are not allowed. Confirm current rules with your bank.

Is the 2021 NRI survey still a guide to current demand?

No. The CII-ANAROCK figures reflect NRI sentiment in 2021. They are useful context on preferences, but current demand and prices should be checked against recent data.
