The Rise of DLF: How One Developer Shaped Gurgaon

Published 2024-05-31 · NStay Homes

DLF: the developer that built Gurgaon

Few cities in India are as closely tied to one developer as Gurgaon is to DLF. Large parts of the old city's planned layout, its first major office district and its most expensive residential addresses carry the DLF name. This refreshed history, updated in October 2026, sticks to verifiable facts and removes the promotional claims and unsupported details in the original version.

Origins in Delhi (1946–1950s)

DLF, originally Delhi Land & Finance, was founded in 1946 by Chaudhary Raghvendra Singh. Its first residential colony, Krishna Nagar in East Delhi, was completed in 1949. Over the following years the company developed a series of residential colonies in Delhi, including Model Town, Rajouri Garden, Punjabi Bagh, South Extension, Greater Kailash, Kailash Colony and Hauz Khas, many of which remain sought-after neighbourhoods.

The move to Gurgaon

The Delhi Development Act of 1957 brought land development in Delhi under government control and effectively shut private colonisers out of the capital. That pushed DLF to look across the border into Haryana, where land in the Gurgaon area was cheaper and the state allowed licensed private colonies.

Under Kushal Pal (K.P.) Singh, who led the company through its expansion, DLF assembled land around Gurgaon from the 1970s and 1980s, and developed DLF City in phases. DLF City's plotted phases, group housing and supporting roads became the core of what is now central Gurgaon.

Offices and the corporate city

From the 1990s, as India's economy liberalised, DLF built office space aimed at multinational companies. DLF Cyber City grew into one of the country's best-known office districts, connected today by the Rapid Metro. DLF Cyber Hub, a dining and leisure zone beside it, followed. In 2017 DLF and Singapore's sovereign fund GIC formed a joint venture in DLF Cyber City Developers Ltd (DCCDL), which holds much of the group's rental portfolio. Our DLF Cyber City guide looks at the commercial side.

Golf Course Road and luxury housing

The DLF Golf and Country Club in Sector 42, established in 1999, anchored a cluster of premium housing along Golf Course Road. Its original nine-hole course was designed by Arnold Palmer; it now has an 18-hole, par-72 course by Gary Player Design. DLF condominiums such as The Aralias, The Magnolias and The Camellias in this area became benchmarks for luxury pricing in Gurgaon. For how the road compares with newer corridors, see Golf Course Road vs Extension Road.

Listing, scrutiny and recovery

  • IPO: DLF listed in July 2007 in an initial public offering of about US$2 billion, at the time India's largest.
  • Regulatory scrutiny: in August 2011 the Competition Commission of India imposed a penalty of about Rs 630 crore on DLF following complaints by buyers in two Gurgaon projects about the terms of their agreements.
  • Slower years: like much of the sector, DLF saw a slower period for new residential sales in the years after the 2008 financial crisis, before its large Gurgaon launches from 2023 onwards.

DLF in Gurgaon today

Since 2023 DLF has returned to large residential launches in Gurgaon, with several selling out quickly:

  • The Arbour, Sector 63 (February 2023): 1,137 apartments reported sold within three days.
  • Privana township, Sectors 76–77: Privana South (January 2024), Privana West (2024) and Privana North (June 2025), each reported sold out shortly after launch. See our DLF Privana guide.
  • The Dahlias, Golf Course Road: an ultra-luxury project launched around 2024–25.

The company is now chaired by Rajiv Singh, with K.P. Singh as Chairman Emeritus. For a current view of DLF's projects and pipeline, see our DLF developer profile.

What DLF's history means for buyers

  1. Brand is not a substitute for checks. Even large developers' projects need HRERA, licence, OC and title verification.
  2. Older DLF neighbourhoods differ widely. DLF City phases include plotted homes, builder floors and condominiums of very different ages. Compare building condition and maintenance, not just the name.
  3. Sold-out launches mean resale entry. If you want a unit in a recent DLF launch, you will usually buy from an allottee. Check payment status and transfer terms carefully.
  4. Price evidence still matters. Ask for registered transaction data for the specific society.

Claims removed from the original

The original credited DLF with a Hilton hotel partnership producing "Hilton Garden Inn" hotels, listed specific Cyber City tenants, gave mall and project sizes and amenity details, named affordable projects as current, and described future "international expansion" and AI plans. We could not verify these in the form stated, so they have been removed. It also credited the golf course solely to Gary Player; the original nine holes were designed by Arnold Palmer, as described above.
