Godrej in Sector 103 vs Signature Global in 37D: Premium vs Affordable

Buyers often compare a premium project from Godrej Properties in Sector 103 on Dwarka Expressway with Signature Global's projects in Sector 37D. Brochures make the two look similar, with towers, a clubhouse and green spaces in both. In fact they are sold under different rules. Signature Global's Sector 37D projects, such as The Millennia series, were developed under the Haryana Affordable Housing Policy 2013. A Godrej project in Sector 103 is an open-market group-housing project. That difference in rulebook shapes price, allotment, flat size and resale far more than any amenity list.
Earlier versions of this article quoted "starting prices" for both. Those numbers were undated and are no longer reliable, so they have been removed. The comparison below explains the structural differences, which still apply in 2026.
The two projects in brief
| Godrej Properties, Sector 103 | Signature Global, Sector 37D | |
|---|---|---|
| Housing category | Open-market (premium) group housing | Affordable group housing under the Haryana Affordable Housing Policy 2013 |
| Location | On the Dwarka Expressway, closer to the Delhi border and airport side | Sector 37D, towards the NH-48 end of Dwarka Expressway |
| How prices are set | By the developer, driven by the market | Capped by the state per sq ft of carpet area, plus a fixed balcony rate |
| How units are sold | First come, first served, or by booking | Allotment by draw of lots under policy rules |
| Typical unit size | Larger 2, 3 and 4 BHK formats | Compact units within the policy's carpet-area limits (28–60 sq m) |
| Payment plan | Developer's plan (construction-linked, down payment and so on) | Fixed by policy: 5% on application, 20% on allotment, balance in six-monthly instalments over three years |
Always confirm the exact project name, tower and HRERA registration number before relying on any description. Several projects from both developers exist in and around these sectors.
How affordable-policy pricing works
Under the Haryana Affordable Housing Policy 2013, the state sets the maximum allotment rate per square foot of carpet area. After a July 2023 amendment, the rate for Gurugram and other high-potential towns was Rs 5,000 per sq ft of carpet area, with balconies charged at Rs 1,200 per sq ft. In March 2026, news reports said Haryana had approved a further increase of about 12%, taking the Gurugram rate to about Rs 5,575 per sq ft for projects where allotment was not yet complete. Confirm the rate that applies to a particular project with DTCP or the developer's draw notice, because it depends on the policy version and allotment stage.
Signature Global's The Millennia IV in Sector 37D, launched in January 2022, offered 814 two-bedroom units of roughly 580–598 sq ft carpet area under the policy, and the developer described the project as IGBC Gold rated. For a fuller explanation of the scheme, see our Haryana affordable housing policy guide.
What you actually get for the money
Space
Premium projects usually offer more carpet area per unit, larger balconies and separate utility or staff rooms. Affordable-policy flats are compact by design. Compare carpet area, not super area. Our carpet vs built-up vs super area explainer shows how.
Amenities and maintenance
Premium societies tend to have larger clubhouses and more facilities, which means higher monthly maintenance. Under the 2013 policy, the developer must maintain the colony free of cost for five years from the occupation certificate, after which the residents' association takes over. Find out exactly what that free maintenance covers.
Density
Affordable-policy projects are built at higher densities, so more families share lifts, parking and open areas. Ask for the unit count and site area of any project you are considering.
Eligibility and allotment
Anyone can apply for an affordable-policy flat, but under the policy applicants who (with their spouse and dependent children) do not own a flat or plot in any HUDA/HSVP or licensed colony in Haryana, Chandigarh or Delhi get first preference. Each applicant may apply in only one project, and a successful applicant can hold only one flat under the policy. Flats are allotted by a supervised draw, and defaulters lose the allotment with a deduction. A premium project has none of these conditions. If you want a particular tower or floor, you can usually book it directly.
Resale and investment angle
- Affordable-policy flats: low entry cost and fixed pricing attract first-time buyers. Resale depends on the policy terms in force and on demand from buyers who want compact homes. Unit sizes limit appeal to larger families.
- Premium homes: the price is set by the market at both purchase and sale. Brand, location on the expressway and specifications matter, but so does how much competing supply completes nearby. A September 2026 Anarock report estimated about 18 months of unsold inventory on the corridor.
Neither is automatically the "better investment". It depends on your budget, family size, how long you plan to stay and how much risk you can take.
Checklist before choosing
- Confirm the HRERA registration, completion date and progress reports for the exact phase or tower.
- For an affordable-policy flat, read the draw notice, the payment schedule and the allotment rate that applies.
- For a premium project, get a full cost sheet including PLC, parking, club and EDC/IDC.
- Compare carpet-area cost per sq ft and the monthly maintenance estimate.
- Visit both sites at peak hour to check access roads and the surroundings.

After the July 2023 amendment it was Rs 5,000 per sq ft of carpet area, plus Rs 1,200 per sq ft for balconies. March 2026 reports said it was being raised by about 12%, to around Rs 5,575 per sq ft, for projects where allotment was not complete. Confirm the current notified rate with DTCP.
